In an infusion jar, combine all ingredients. (The mixture can infuse for as little as 5 hours; overnight would be best). Drain infused vodka into martini glass, rim mouth of glass with cocoa powder and garnish with a cherry.
*IDEA: Pour most of the juice off of a 16 oz jar of maraschino cherries and use that jar to create the drink. This jar allows for about 6 oz of liquor between Level (4 oz) and DeKuyper (2 oz) and 1 vanilla bean. Follow description as above, pouring the infusion into shaker with ice, straining and pouring.
